The Human Services Transportation Coordination Plan (HSTCP), sometimes called the Human Services Transportation Plan, identifies the needs and recommended improvements for seniors, young people, individuals with lower incomes, people with disabilities, and others who depend on public transportation services. The goal is to enhance cost-effective coordination among providers, and highlight gaps and priority needs that require additional attention.
